Lamar CISD has officially overtaken neighboring districts to become the fastest-growing school district in the Houston area. They are in a state of verified "hypergrowth"—meaning certain elementary school attendance zones are seeing well over 300 new home starts annually, with two zones exceeding 700.

Right now, Lamar CISD has 93 active subdivisions under development and nearly 58,500 future home sites in the planning stages. Over the next decade, they anticipate adding an average of 2,135 newly enrolled students every single year, pushing their total forecasted enrollment to over 65,700 students by 2033.

Right next door, Katy ISD is posting equally staggering figures. Over a recent five-year period, Katy ISD added 12,688 students, ranking them number one in numeric growth among all Education Service Center Region 4 districts.

With explosive growth comes a massive need for infrastructure. So, how do they finance the supply to meet this demand?

Financing the Future

State law dictates that general operating funds (used for teacher salaries and daily operations) cannot be commingled with debt service funds. Therefore, to build the future without sacrificing classroom quality, these districts rely on the strategic use of municipal bonds.

In 2023, Katy ISD voters approved a massive $840.3 million bond package. This capital is being injected directly into the community through new school construction, comprehensive renovations, and major expansions like a $2.5 million addition to the Miller Career Center Auto Program and a $20 million upgrade to Katy High’s Vocational and Music Halls.

Lamar CISD is operating on a similar scale. After passing a 1.99 billion bond election for November 2025**. If fully realized, these funds will deliver new schools, a 1-to-1 student device initiative for grades 3 through 12, and widespread campus improvements.

The Secret Weapon: Career and Technical Education (CTE)

These billions aren't just building traditional classrooms; they are building advanced training facilities. The Texas Workforce Commission projects the state will add over 2.1 million new jobs between 2022 and 2032. Crucially, nearly 48.5% of these new jobs do not require a traditional four-year college degree, but rather specialized technical training and certifications.

Katy and Lamar ISDs are aligning their curriculum directly with this regional demand.

  • Katy ISD’s Workforce Pipeline: Designated as a "CTE District of Distinction," Katy ISD has more than 32,000 students enrolled in CTE courses across 40 distinct programs of study. At the Miller Career & Technology Center, juniors and seniors gain hands-on experience in fields like Cisco Network Administration, clinical healthcare, and real estate. Incredibly, nearly 45% of Katy ISD seniors earn an industry-based certification before they even graduate.



  • Lamar CISD’s New CTE Hub: Lamar CISD is currently constructing a state-of-the-art, 236,211-square-foot Career and Technical Education Center in Rosenberg, scheduled to open in Fall 2026. This massive facility will centralize 25 distinct programs, featuring heavy-duty lab spaces for collision repair, robotics, plumbing, and drone technology. By partnering with Texas State Technical College, they are also offering students dual credit opportunities in high-wage trades.



Investing in Top-Tier Talent

World-class facilities require world-class educators. Both districts recognize that retaining teachers—especially those with real-world industry experience—is highly competitive.

Katy ISD’s Board recently approved a 2025-2026 compensation plan that utilizes both local investments and state funds from House Bill 2. This structure awards a $2,500 stipend to first and second-year teachers, while seasoned educators with five or more years of experience receive a robust $5,000 salary increase.

Lamar CISD is also combining state and local funds to boost teacher pay. Through initiatives like their Novice Teacher Academy and dedicated mentorship programs, they are utilizing a "Grow Your Own" strategy to cultivate and keep the best educators in the region.

By actively producing a certified, highly skilled workforce, the Texas Gulf Coast becomes a magnet for corporate relocation and industrial growth.
